City of San Fernando, La Union – July 1, 2026 — The Commission on Higher Education Regional Office I (CHEDRO I) conducted Project SIKAP Access: Onboarding and Orientation for 2025 Approved Scholars under the Scholarships for Staff and Instructors’ Knowledge Advancement Program (SIKAP) and the Orientation on the Implementation of SIKAP in Region I for Scholarship Administrators at the HEDC Building, CHEDRO I.

The activity gathered SIKAP scholars for SY 2025–2026 and scholarship administrators and representatives from Delivering Higher Education Institutions (DHEIs) across Region I to strengthen scholarship implementation, institutional compliance, and collaboration.

In her message, Dr. Cherrie Melanie Ancheta-Diego, CESO III, Director IV, emphasized the importance of maximizing the opportunity provided by the SIKAP Program through academic excellence, accountability, and commitment to public service.

Engr. Angelica Q. Dolores, Supervising Education Program Specialist, and Dr. Ricky A. Cera, Supervising Administrative Officer, acknowledged the participating scholars, DHEI Scholarship Administrators and representatives.

Atty. Dessa U. Estrada, Education Supervisor II, discussed the scholarship guidelines, financial privileges, and the respective roles and responsibilities of scholars and DHEIs. Ms. Kristine Marie R. Casugay, Project Technical Staff III, presented the documentary requirements, compliance monitoring, reporting procedures, and documentation protocols essential to the effective implementation of the program.

The activity also provided an open forum where participants raised implementation concerns, sought clarifications, and exchanged best practices. In his closing message, Dr. Danilo B. Bose, Chief Education Program Specialist, encouraged continued collaboration between CHEDRO I and partner institutions in advancing quality graduate education.

Through Project SIKAP Access, CHEDRO I reaffirms its commitment to strengthening the implementation of SIKAP by equipping scholars and partner institutions with the knowledge and support needed to ensure effective scholarship management and contribute to the continuous development of higher education in the region.
